Water Tank Evaluations & Soil Remediation
Westerly, RI

PARE was retained by the Town of Westerly Public Works Department to perform the investigation, evaluation, and design of rehabilitations for three concrete storage tanks—Ledward Avenue, Hinkley Hill, and Hillview—and the Tower Street steel water storage standpipe; including installation of interior mixing systems.

The first task of the project was to deal with lead contamination in the soil at the Tower Street Tank site, originally constructed in 1898, which was believed to be due to the historical use of lead-based paint coatings on the water storage tank.  PARE conducted sampling and then prepared a Phase I Remedial Action Work Plan (RAWP) which included the excavation of the lead-impacted soil; transport of the soil to the Rhode Island Central Landfill for reuse as Controlled Fill; further testing (Total Lead Analysis); implementation of measures to address direct exposure, dust migration, erosion and sedimentation; and backfilling and restoration of the site.

PARE conducted inspections of all four tanks, including the use of a diving firm to conduct interior inspections.  In-service cleaning of the tank bottoms was also performed in order to satisfactorily inspect the tank floors.  Structural engineers from PARE also investigated the tank structures for deficiencies. 

To date, PARE has rehabilitated the Tower Street tank with new interior and exterior coatings and installed a mixing system. Site remediation on the town-owned property was also performed and an engineered cap was installed on the site.
