Payne-Cutlery Brownfields Area-Wide Plan
New Bedford, MA

Pare Corporation provided transportation and environmental services for this study performed for the City of New Bedford Planning Department and its partners--the US Environmental Protection Agency (EPA), Massachusetts Department of Environmental Protection (DEP), and MassDevelopment. 

The project focused on redevelopment opportunities for four city-owned brownfields properties and the surrounding neighborhoods.  As part of the study, feedback from neighborhood residents and stakeholders was sought to develop a vision and re-use plan for each site.

Pare’s staff was responsible for performing an inventory of the surrounding infrastructure including roadways, sidewalks, drainage, transit stops, and water and wastewater utilities.  Pare made recommendations to incorporate Complete Streets techniques for improved walkability and to accommodate vehicles, bicycles, pedestrians, and mass transit. 

Pare also assisted with the schematic site development and layout for the brownfields properties focusing on building layout, parking, site access, and traffic and pedestrian circulation.
