Lonsdale Bleachery Redevelopment Plan
Lincoln, RI

The Town of Lincoln, recognizing that the formation of a redevelopment district is vitally important to the Lonsdale Bleachery area, selected PARE to create a Redevelopment Plan for this deteriorated and underused urban industrial property on the Blackstone River. The redevelopment plan will strategically guide new private and public investment in the site, the future direction of re-use, and the management of future growth of the site.

The project site is within the John H. Chafee Blackstone River Valley National Heritage Corridor, the second heritage corridor of its kind to be designated by Congress.  The corridor is managed by a Federal Commission which invests in activities such as mill revitalization.  With nearly half of the Lonsdale Bleachery area properties unoccupied, the Town of Lincoln sought to utilize available federal, state and local tools to upgrade this underutilized resource. Key to revitalization efforts is public investment in acquisition of public right-of-way, construction of public roads, and replacement of utilities.

Tasks performed by PARE included detailed site analysis, assessment of needed infrastructure improvements, public outreach and visioning, development of planning scenarios, financial analysis, economic development strategies, and compliance with state redevelopment regulations and the Town’s Comprehensive Plan.

The Redevelopment Plan was awarded the Outstanding Comprehensive Plan Award from the RI Chapter of the American Planning Association in 2006.
