The RI Department of Transportation sought to improve marine transportation facilities to link with the Gateway Center in Newport, RI. Pare Corporation, as part of a multi-firm engineering team, was responsible for all waterside planning, design, and cost estimating. Pare developed conceptual plans for marine terminals at seven sites, including several alternative layouts at each site. Pare then performed preliminary engineering and cost estimating for each site. Pare also provided consultation to the team for navigational issues, ship characteristics and maneuverability, approach channel and berth dimensions, dredging issues, and coastal permit processes.

Pare provided final design for all waterside improvements at the Long Wharf and Fort Adams Terminals, including new seawalls and riprap, bulkhead rehabilitation, new piers and wave attenuators, and floating dock systems for harbor taxis and a high-speed commuter ferry. Pare also designed improvements at one existing pier to accommodate an offshore ferry and handicap-accessible fishing; prepared and made presentations at several public meetings and hearings; and provided geotechnical, structural, and waterfront-related consultation to RIDOT during construction.
