Pare was engaged by the Massachusetts Office of Dam Safety to develop a simplified template for Emergency Action Plans applicable for significant hazard potential dams. Pare investigated and evaluated Emergency Action Plan templates that had been developed by various regulatory agencies, including state dam and safety agencies, FEMA, and FERC, to evaluate and prepare a simplified EAP template suitable for implementation at dams categorized as significant hazard potential dams.
Pare’s staff coordinated forums with MEMA and ODS staff to review templates with the goal of including sufficient information to meet their requirements while not burdening dam owners with the task of developing a full scope EAP. This successful project resulted in the publication of the template on the Office of Dam Safety website for use as the standard for preparation of all significant hazard potential dams in the Commonwealth.
Subsequent to template development, Pare was awarded a contract for the development of 32 EAPs for dams owned by the Massachusetts Department of Conservation and Recreation using the new template.
