Overview

This project included the design and construction of new legs of the I-295 Southbound Ramps (Exit 1B) to provide access to/from Bald Hill Road (Rte. 2) Northbound and the Rhode Island Mall. The project also included widening Bald Hill Road Northbound to provide an exclusive left-turn lane, resurfacing approximately 400 feet of the existing I-295 Southbound Ramps, resurfacing approximately 600 feet of Bald Hill Road, replacement of the existing traffic signal equipment, addition of new pedestrian signal equipment, and striping, landscaping, and stormwater improvements. Also included is a wrong-way driver detection system for the new on-ramp. The system is hardwired to the new traffic signal system which includes a Thermal Imagery Video Detection System. Stormwater mitigation is provided via five new sand filter systems, designed in accordance with the RIDOT Linear Stormwater Manual.

The project design included a traffic safety analysis of the existing ramps which identified safety concerns with the off-ramp to Bald Hill Road southbound. Pare recommended an alternative lane configuration for reducing the number of through lanes to provide a dedicated receiving lane on Bald Hill Road. This modification was included in the construction drawings.
